The BR in HL450-BR stands for Bare Receiver. It is the HL450 Laserometer in the box with its batteries and manual, and without the C45 rod clamp.
Nothing is removed from the receiver and nothing is downgraded. Every specification on this page is identical to the standard HL450: the same 4 inch detection height, the same 3 inch numeric readout, the same three precision levels, the same IP67 housing, the same warranty.
Spectra list it as its own part number for a simple reason — a clamp outlasts several receivers, and plenty of buyers already have one.

Receiver listings quote one height. This one has two, and the gap between them is what a digital readout receiver is for.
